The notion of being able to link to individual components of a document is a core hypertext function and it's interesting to see a blogdom discusssion (more).  Two tools are available, Bob Snee's addids cgi and purpleSlurple, both of which act to fetch a page and augment it. Naturally, this could this also be implemented as a Mozilla extension, removing the chance the ID addings service is unavailable and reducing network traffic.

The result of this technique is also termed "deep quotability", and you can get it for movableType along with some wiki-fication.

For old school HTML authors, you should note that name has been deprecated for the simpler use of IDs for anchoring.
