From scattered coverage on the web, winXP has been reported to have some serious usability advantages. Notably, the taskbar menu now has hotspots all the way to the edge of the screen. Grouping open folders into a single taskbar entry is also notable, reducing clutter and making file management more like a single application. BetaNews has done a usability study comparing against win98 and found favorable response to new features. However, I'd still just as soon not be on the radar of mothership Redmond.
